Meet Our Senior Staff
Chief Executive Officer
Mr. Masters is a tribal citizen of the Cherokee Nation of Oklahoma and possesses twenty (20) years of industry experience. He is a direct descendent of Principal Chief Richard Fields. He holds a BS Ecology from Oklahoma State University and a Graduate Certificate in Entrepreneurship from the renowned Tuck School of Business at Dartmouth. During his eight year career as a federal wildland fire and all-hazards incident responder he held a variety of positions including as an aerially delivered firefighter (heli-rappeller). In 2009 he left his position with BIA-NIFC and founded Chloeta with extremely humble beginnings. Chloeta has grown into an international service provider in the areas of emergency management, environmental consulting, security, aviation and wildland fire management.
Chloeta has been named 3x to the Inc. 5000 by Inc. Magazine for the fastest-growing privately held businesses in the U.S. and was also named to the Entrepreneur 360 list by Entrepreneur Magazine for the top 360 businesses to watch in 2018.
He is a highly sought-after public speaker and media commentator. He has served as a joint keynote speaker with Congressman Tom Cole (R-Oklahoma) in addition to being a live interviewee on CNN Newsroom, CNN Money and The Weather Channel. Some honors bestowed upon Masters include the National Young Entrepreneur of the Year award by the U.S. Small Business Administration in 2012, the National American Indian Center for Enterprise Development (NCAIED) “40 Under 40” award and he has also served as a panelist on President Obama’s Subcommittee on Small Business, Young Entrepreneurship Series (YES) livestreamed on WhiteHouse.gov.
Vice President of Business Development & Strategy
Ms. Cochran graduated from the University of Oklahoma with a degree in International Business and Supply Chain Management. She joined the Chloeta team as Business Development Intern in 2017. She has since worked as Contract & Proposal Manager and Director of BD. Her duties include Capture Management, Proposal Writing, Networking and Sales as applicable, and other Business Development related duties.
Chief Administrative Officer
Mr. Dodrill has over ten years of experience administering and managing complex requirements for the federal government in both the defense and civilian sectors. He holds a Bachelor’s of Business Administration in Finance and Supply Chain Management from the University of Oklahoma Price School of Business as well as a Master’s in Regional and City Planning degree from the University of Oklahoma Gibbs College of Architecture.
An experienced executive in professional services, environmental planning, and emergency response, Mr. Dodrill is a bronze award winner of the national Best in Biz Finance Executive of the Year award. He has been a speaker at multiple conferences in fields as diverse as urban interface planning, historic preservation, and unmanned aerial systems applications in wildland fire.
As Chief Administrative Officer of Chloeta, Mr. Dodrill provides leadership and institutional knowledge for the firm’s general and administrative staff as well as ensures compliance with contractual requirements and regulations. He additionally supports the Business Development team with pricing and proposal development support.
Meredith Kemp, MBA
Director of Operations
With several years of both educational and hands-on management and customer relations experience, Ms. Kemp has established herself as a motivated learner, charismatic leader, and remarkably well-rounded businesswoman.
Ms. Kemp graduated from Oklahoma State University in 2012 with a Bachelor’s degree in Business Administration Marketing. She then went on to the University of Central Oklahoma to pursue a Masters degree in Business Administration, graduating with her MBA in 2015.
She has several years of government contracting experience specifically in Aerospace, Emergency Management, and Professional Services. She currently serves with Chloeta as the Director of Operations where she oversees the Program Management Team and provides leadership to all operational verticals within the company.
Although her degrees are in business, her true joy comes from service. People are her passion. She is extremely interested in both local and global community change and development organizations. She enjoys investing her knowledge, skills, and abilities back into her community. She is an active member of the leadership team at OKC Community Church, a graduate of Leadership Oklahoma City’s LOYAL Class XIV, a curriculum facilitator for The Conversation Workshops social justice initiatives, and is actively involved in workforce development efforts across the state of Oklahoma.
Mr. Moore is a seasoned business executive with over 30 years of financial management experience. Prior to joining the Chloeta team in 2020, Mr. Moore was Chief Executive Officer of Gulfport Energy, where he was responsible for transformational asset acquisitions and sustained revenue and EBITDA growth during a dynamic and declining commodity market through careful attention to the execution of both short term and long term business plans.
Mr. Moore quickly and strategically responded if needed as the operating environment changed and mitigated all risks possible carefully and thoughtfully to minimize impacts to the business plan. He provided visionary strategic leadership navigating through a sustained volatile commodity price environment, did long-range planning employing tactical market assessment and risk management, and negotiated strategic asset acquisitions and divestitures to transform the business.
At Gulfport, Mr. Moore grew the company from 50 employees to more than 350 while still maintaining a low general and administrative expense, initiated a $100 million stock repurchase program that eventually grew to $200 million, and established a philanthropic foundation and pledged over $1.0 million to local communities.
Director of Human Resources
Ms. Shephard is a Human Resources expert with more than 15 years of human resource leadership and operational experience in retail, hospitality, and staffing industries. She has a strong acumen for leading cross-functional teams to success and propelling operational growth through streamlined approaches.
Her HR leadership at Chloeta helps create a cohesive environment where employees and staff are encouraged to thrive and grow, resulting in strong retention rates and reduced turnover.
