Tribal Engagement Support
In response to concerns expressed by Tribes regarding limited capacity for participating in Bureau of Ocean and Energy Management (BOEM) environmental review processes, BOEM established an Indefinitely Delivery/Indefinite Quantity (IDIQ) contract to provide support to Tribes in reviewing and commenting on Construction and Operation Plans (COPs), Draft Environmental Impact Statements (DEISs), Section 106 supporting documents, and leasing documents. Under this IDIQ contract, Chloeta has been awarded two (2) task orders.
Our first task order was to assist Tribes as they reviewed a DEIS regarding the Maryland Offshore Wind Project, an offshore wind energy project of up to approximately 2 gigawatts (GW) of nameplate capacity within OCS-A 0490, a Lease area of approximately 80,000 acres located off the coast of Maryland on the Outer Continental Shelf. The project requires construction of 121 wind turbine generators (WTG), up to four (4) offshore substations (OSS), and one (1) meteorological tower (Met Tower) located in the roughly 80,000-acre Lease area. Chloeta’s Tribal Consultants reviewed the DEIS and the COP and met with the tribes to discuss their concerns and questions relating to the project. We then prepared a summary report which included a matrix to crosswalk each concern brought up by the Tribes with the location in the DEIS or COP where that concern was already addressed.
The second task order is to assist Tribes in California, Oregon, and Washington to review a Programmatic EIS for which BOEM is currently evaluating impacts from the development of renewable energy from offshore wind. The Tribes are already participating in these reviews as they have a unique and important interest due to projects being in offshore areas previously occupied by the Tribes and offshore the Tribes’ onshore cultural properties. Chloeta will meet with tribes to gather their questions and concerns.

Cemetery Expansion EA
Under our contract with the U.S. Army Corps of Engineers (USACE) Omaha District, Chloeta performed an Environmental Assessment for a Cemetery Expansion at the U.S. Air Force Academy (USAFA) in Colorado. The USAFA Cemetery has seen a significant increase in burials due to the aging of the first graduating class, original cadre members, and spouses. The purpose of this project is to provide additional burial plots to meet the increase in demand and sustain the ability to conduct future burials. The Area of Potential Effects (APE) pertinent to the Team’s study for identification of historic properties, assessment of adverse effects, and potential development of a Section 106 agreement for resolution of adverse effects involved:
1. An evaluation (following 36 CFR 800,4) of the existing cemetery regarding its eligibility for nomination to the National Register of Historic Places (NRHP) and
2. An inventory, including archeological field survey of approximately twenty-five (25) acres of the proposed area of cemetery expansion including temporary or otherwise access paths such as for construction or long-term access.

Ethnographic Literature Overview
Chloeta recently kicked off project with the National Parks Service (NPS) to provide an ethnographic literature review of the Tribes and Pueblos that are traditionally and culturally associated with Chaco Canyon National Historical Park and Aztec Ruins National Monument. We will be consulting with at least twenty (20) participating Tribes and Pueblos and NPS to collect written literature, including academic papers, historical documents, and publications that provide fundamental knowledge of each community’s unique history and cultural ties to these sites. In accepting this undertaking, we are sensitive to the sacred nature of this information. We will provide an annotated bibliography and ethnographic review with chapters for each community. The products will be used to support the Parks’ understanding of the traditionally associated Pueblos and Tribes, prepare for consultations, comply with cultural and environmental laws, and improve interpretation to increase the public’s understanding of their heritages and cultural connections to the Parks. Information from this project will be available to the public.

Cultural Resources Surveys
Chloeta was one of four (4) awardees on an Indefinite Delivery Contract (IDC) Multiple Award Task Order Contract (MATOC) for Cultural Resources Services for projects for USACE Tulsa District managed lands in Kansas, Oklahoma, and Texas or lands that USACE will contract or perform work. USACE is conducting cultural resources investigations in a good faith effort to inventory cultural resources over 50 years of age, assess damage to sites, evaluate historic properties, structures, and built environments, conduct archaeological investigations by relocating previous recorded sites, and provide site protection/ monitoring within specific areas managed by or worked on by the Tulsa District as mandated by Sections 106 and 110 of the National Historic Preservation Act (54 USC 306108 and 306101).
